On July 30, 2025, President Trump signed H.R. 1815 – the VA Home Loan Program Reform Act into law, marking a historic victory for America’s veterans and active-duty service members.
This bipartisan legislation ensures that VA buyers can now compensate their real estate professional, leveling the playing field in today’s competitive housing market. Previously, outdated VA rules barred veterans from paying for their own representation, leaving many at a disadvantage if sellers refused to cover buyer agent fees.
Beyond agent compensation, the Act also:
• Establishes a partial claims program to help VA borrowers behind on payments.
• Provides federal assistance to prevent foreclosure.
• Funds community programs serving veterans experiencing homelessness.

In 2024 alone, VA-backed lenders financed nearly 490,000 purchases and refinances, showing just how critical this program is. Thanks to the tireless advocacy of the National Association of REALTORS® (NAR) and bipartisan support in Congress, veterans will now have the protection, guidance, and fairness they’ve earned.
This law represents more than just reform—it’s recognition that those who served our nation deserve full access to the American Dream of homeownership.
